I used Icewm for several years. It's light, configurable, and stable.

The default theme sucks (it's an ugly Windows 95 look), but there are
lots of themes at http://www.box-look.org/.
There are some configuration tools at Freshmeat, but I didn't use them.
Editing the files by hand is easy. And you can use MenuMaker to create
the menus.
