Rogers and IP addresses

I just received the following from my MAILER-DAEMON: 



"Hi. This is the qmail-send program at mail.gmx.net.
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

Is this related to the Rogers problem talked about today in a previous thread? Has anyone had similar problems when sending emails to hotmail?
