I think most likely it is just that many places sanely consider cable
modem IPs to be a major source of spam and simply black list them all.
Send mail through your cable provider's mail server if you use a cable
modem, or through som other mail server you control.

As long as there are windows users in the world there isn't much to be
done about the plague of spam bots running on them.

Of course running a mail server on a rogers cable modem connection (at
least a home user one) is a violation of the terms of use.  Sending mail
directly doesn't mean you have a mailserver of course, although other
sites tend to think all email should go through the ISPs mail server so
that it has at least a bit of tracking ability.
