how to turn off the cpu fan in redhat 7.3

You may be able to... but then again, it might be the kind of thing 
that's driven by the hardware itself, in which case, it's probably a 
good thing that it's coming on. If it didn't, perhaps your hardware 
might overheat and crash or damage itself.

Check your BIOS first; you might have fan and noise control options in 
there too (I've seen that before).
