At the last meeting I attended (May) they were getting out of hand again.

Well, I haven't seen anyone combing flax or hemp.  ;-)

I guess some of them don't realize or won't accept how rude and 
inconsiderate they are.

I don't have a problem with raising hands, provided it doesn't interfere 
with the flow of the presentation and doesn't become excessive.  If 
there are a lot of questions, they should be held to the end, or you 
risk losing the context of the presentation.

I have made presentations in a business environment, and fortunately 
haven't had to deal with such interruptions.
