On a Debian unstable system:

anton at anton:~$ auto-apt search stl.h
usr/include/g++-3/stl.h libdevel/libstdc++2.10-dev
usr/include/g++-3/stl_heap.h    libdevel/libstdc++2.10-dev
usr/include/g++-3/stl_hashtable.h       libdevel/libstdc++2.10-dev
usr/include/g++-3/stl_hash_set.h        libdevel/libstdc++2.10-dev
usr/include/g++-3/stl_hash_map.h        libdevel/libstdc++2.10-dev
usr/include/g++-3/stl_hash_fun.h        libdevel/libstdc++2.10-dev

auto-apt is a great program to help you find which package provides what
files. In this case it told you that you need "libstdc++2.10-dev". Just
do an "apt-get install libstdc++2.10-dev"
