FC2 does not like ppp0

Sorry -- my examples were all of ifdown. ifup is not recognizing the devices either:

[chris at p733 chris]$ /sbin/ifup /proc/sys/net/ipv4/neigh/ppp0
/sbin/ifup: configuration for /proc/sys/net/ipv4/neigh/ppp0 not found.
Usage: ifup <device name>
[chris at p733 chris]$ /sbin/ifup /proc/sys/net/ipv4/conf/ppp0
/sbin/ifup: configuration for /proc/sys/net/ipv4/conf/ppp0 not found.

[chris at p733 chris]$ /sbin/ifup /sys/class/net/ppp0
