Fake bomb detector seller jailed

Hi,

I am puzzled by this story a bit. It would make sense if this guy tricked
individuals but how did he manage to trick organization like UN? Don't they
do any test before procurement?  Seriously, I don't find him odd, there is
a lot like him on the world.  I find the fact people are willing to spend
that kind of money on faith odd.

How can one explain it? It sound too good not to raise bullshit alarm if
one had to pitch it to me, so that can't be it. Must be missing something.
