Take a look on eXtplorer[1].
I'm using it and I'm satisfied.
But I'm not sure if this is your case. You need to create users and
decide their permissions so, only people with users can upload files,
but anyone can download them.
For a fast solution (when I don't need to run it on my server, I do
like to useMailBigFile [2].
