I ran in to that exact same problem when I added a webcam to my desktop that 
also runs MythTV. I solved the problem by blacklisting a module (don't 
remember if I blacklisted the tuner card module or the webcam one) and used 
a script to load the blacklisted module later in the boot. It gave me a 
reliable order for the tuner and webcam devices so I was able to configure 
MythTV accordingly.

Definitely not something the average user should have to do. In an ideal 
world, adding the webcam shouldn't have changed the device naming which can 
cause problems for other programs.
