Most payment providers (paypal, beanstream, etc) provide a web interface,
so you can set up a registration form on your site, then toss people
to the gateway site to collect payment details. You may not need a
shopping cart or SSL yourself.
Depending on how involved your event management needs are, you might
find that something simple like
http://guestlistapp.com/
meets your needs. They essentially let people sign up through their
app, pay you via paypal, and track registration, etc. And if you're
a not-for-profit, they don't charge anything (though Paypal will still
take its cut).
If it's a one-time event, you're likely best off with Paypal. Setting
up a merchant account adds time and complexity. If you need a merchant
account, Beanstream is likely your best choice in Canada.
