Where is a good forum for this particular topic?  Does it have the same
level of intelligent people?

It happens occationally.

I think if you try to be too strict about a community, you end up
killing it.

This discussion has actually been surprisingly civilized compared
to a few that have happend over the years when things get off topic.
This one even seems to be marked off topic.
