The most direct path to fewer traffic jams is less traffic (i.e. fewer cars).  Anything that serves as a deterrent to in-Toronto driving is a good thing from at least economic, environmental, health, and safety points of view.

Or, as someone once said, "Make all the North/South streets one-way North...pretty soon it's Richmond Hill's problem."  :-)--
