Yes, those boxes provided an RFC1918 address.  I don't know if the Bell 
side was also RFC1918, as some ISPs provide.  For example Rogers does 
that to my smart phone.  It would be one way for an ISP to avoid the 
IPv4 address shortage.  However, that brings with it the problems 
associated with NAT.  It's bad enough when a customer uses NAT, as they 
can set up forwarding etc. to get around it.  That option is not 
available when the ISP uses it.
