I assume that you mean "because they are not modifying the router
(which in many cases is combined with the ADSL modem)".  In my setup,
PPPoE is not implemented in the modem so the modem would not need to
be modified.

Perhaps you meant that something in the Bell-controlled part of the
path would need to be changed.

In theory PPPoE implementations ought to be agnostic about IPv6 vs.
IPv4 since PPP is Link Layer and IPv4 and IPv6 are Internet Layer.
But that might not be the case (I'm too lazy to look).
