Terrible Internet performance today?

Oddly enough, yes. I've got my server sitting beside me and when I try 
to download something from it (via it's internet facing interface), I 
get about 1/10th the normal speed. However, when I look at the server I 
am seeing the NIC going full out. 'ntop' shows errors like:

Printed repeatedly. Perhaps a router somewhere is puking onto the net or 
having packets for lunch?
