Indeed.  In fact the same graphical environment (X-Window with KDE or 
Gnome for example) is just as readily available on FreeBSD, Solaris or 
even MS-Windows running Cygwin so it isn't Linux[1] at all :)

[1] Even if we use the broader definition of an OS rather than just a 
kernel.
