changing a laptop's speed (governor)

Hi all,

   My Thinkpad running Ubuntu 9.04 seems to almost always run at the 
slowest CPU speed. Great for battery life, I guess, but when I am 
plugged in I would much rather the performance.

   Anyone have any pointers for telling a laptop to run in performance mode?
