In this case, probably not. You can't claim a trademarkable domain name
on two letters.

But if they were trying to cyber-squat, I think there are some people in
the federal government who will handle this better than you or I could...

but CIRA does. It allows you to retain privacy from casual WHOIS
searches but they still keep acurate data internally.
