fetchmail fails with status 11

...now that I've slept, I see the problem is deeper than fetchmail. On the
machine where fetchmail is running, it is connected to the network, and I can
access it from here over ssh, but it cannot see the internet. It can see the
gateway (the router), but cannot get beyond it.
