turn off bullet helper OO

Does anyone know how to turn off the silly Number and Bullet helper 
application that keeps popping up every time I click any where in a 
bulleted area in an OO document? It's driving me nuts. I don't see 
anything about it under Format > AutoFormat, or Tools > Autocorrect, or 
Format > Bullets and Numbering.
