problems with Google Groups

Has anyone tried to create a new Google Group recently?

If you do you'll likely get your group created with no members ... including 
no owner!!!

Not particularly useful.   

Judging from the traffic on the help forums this problem started sometime on 
Friday Feb 15 and still isn't resolved.     What is more troubling is that 
the Google team appears to be totally silent on the issue.
