Some ISP's have been buying/leasing up actual space in CO's around the
GTA, but because they already have PPPoE related infrastructure
(RADIUS, etc) they've continued to use it. So it's now quite possible
to have a PPPoE DSL connection and not be connecting to Bell on any
level.
