Still is.

Only on some crazy systems.

# ls -l /etc/localtime
lrwxrwxrwx 1 root root 34 Mar 13 15:06 /etc/localtime -> /usr/share/zoneinfo/Canada/Eastern
Apparently Debian belives in being a sane distribution.
