The Wengo software for Linux includes video capability, but its network 
is far smaller than Skype's and I'm unaware of its conferencing 
capabilities.

There's also Ekiga (formerly gnomemeeting) but I haven't tried that. 
It's GNOME-specific -- the KDE equivalents, Kphone and Twinkle, are very 
new and don't have video support.
