Subversion, user accounts and ACLs

I'm not sure if this will answer your question, but can't you
accomplish this by serving the repository over the "svn+ssh" protocol
(or whatever it's called).  I would expect you could set up the
repository machine to allow svn users to connect to the machine via
ssh and only execute a certain set of commands such as /usr/bin/svn
and /usr/bin/passwd.

Will that do?
