It was locked to prevent spamming.  If spam becomes a problem again,
then it should be prevented using the bad behavior extension.  I'd
install it myself, but I don't have ssh access to do so.

I recommend actually going ahead and doing whatever works, and then
interested people will drop in and revise things.  This is how wikis
flourish.

If things are kept toronto-centric or the most popular topics are
linked-to, then it could be of use.
