Unless '3 to 5 years' is a unit, and they want at least that unit, then
it should simply be 'at least 3 years'.  Maybe some people think that
there are '1 to 2 years', '3 to 5' years' and lots of years' as
experience and they want one of the last two. :)  Or maybe HR people or
whoever writes these things just don't know how to express themselves
correctly.
