Dunno about Vista, but in XP you can use "Run" by entering "cmd" in the 
box.  If you use it a lot, you can create an icon and place it in the 
start menu.  Also, to minimize withdrawal pains, you probably want to 
install Cygwin.  It will give you a "Unix" environment.
