Let me clarify here - it is possible (and common) to configure OpenSSH to 
try for PKI auth and then fall back to password auth (or others) if the 
PKI auth is unsuccessful.  I'm just not sure it is possible to require PKI 
auth and[1] password auth to successfully authenticate.
