If you make changes and give someone a binary, they have the right to
ask for the code and you must offer them the source code.  If you make
changes and only use the result yourself, the GPL doesn't say anything
about that.  This is where web services start to get complicated.  Is
letting a user use something through a web interface or other remote
access distributing the program or not?  I expect the GPLv3 will have
something to say about that.
