CD-R licensing: Philips backs off ?!

This must be the sinister joke of the century: Philips backed off on its 
CD-R licensing fees - down from ... gasp ... 0.05$ per disc. Meanwhile 
anyone buying a disk in civilized (ahem) countries pays almost five 
times as much on 'copytax' or whatever the h**l it's called where you 
are. How about examining *THAT* tax ?
