It's too bad that if you submit a photo and it is used for
discriminatory purposes i.e. you don't get an interview lets say, you
can't really prove that you were subject to discrimination. As much as
the Charter is there, it shouldn't really apply. If anyone applying for
a job submits a photo with their application because it is requested,
then they are complicit in whatever violation of whatever rights they
claim are being violated -- if you permit it you promote it.
Wrong or not, there isn't really anything to be done about it IMO, apart
from not submitting a photo.
