Yes as of 2.6.12 that name change was made.  It was decided that
kernel-headers wasn't a good name since it didn't say headers of which
kernel.  linux?  freebsd?  netbsd?  hurd?  So now it says it is the
headers of linux, and the source or linux, and an image of linux, etc.
