Yes, you can get http://freshmeat.net/projects/phppgadmin/ which is more 
or less PHPMyAdmin for PostgreSQL.

You can also get Rekall, which is a GUI database frontend
with plugins for most of the databases out there. I put a wiki page with some 
Rekall links at

as well as PgAccess http://freshmeat.net/projects/pgaccess/
