Not sure your intent but I've used phpAds as a module within Mambo/Joomla
before.  It works relatively well for smaller sites.  Bigger sites tend to
use OAS from 24/7 you can find details here:

Ad agencies don't tend to like the smaller ad servers.

If you're really looking for a classified system using ( ie Craigslists )
I'm only familar with Geoclassifieds.  Its not OSS but is relatively cheap.
