Ubuntu and startup

In vanilla Debian, you can CTRL-C network startup.  This is useful if you
have a notebook that is sometimes (dis)connected.  Alternatively, you can
write a pre-up script (in /etc/network/interfaces) that checks for
connectivity using mii-tool.  This only works with NICs and drivers with MII
support.
