File program in php

Howdy all,

Can anyone recommend a php/mySQL program which will allow an admin to
set up username and passwords, or have them automatically generated and
sent to a particular address? The point of the program is to let select
users download a file with a password or link only once, users must
request access again if they want to re-download the file. It would also
be helpful if there was a feature to review invitations sent out, and a
list of which had been activated.
