scp -r ssh cx refused

With a littel help I installed SuSE 9.1 Personal last night. I am trying ot
copy the home directory from my other machine (rh7.3/8.0). I did the
following:
chris at linux:~> scp -r
chris-Q0ErXNX1RuZDlWMHxMKk0g at public.gmane.org:/home/chris /home/chris/homecontentscopiedfroma800
ssh: connect to host 192.168.0.3 port 22: Connection refused
chris at linux:~> su
Password:
linux:/home/chris # scp -r
chris-Q0ErXNX1RuZDlWMHxMKk0g at public.gmane.org:/home/chris /home/chris/homecontentscopiedfroma800
ssh: connect to host 192.168.0.3 port 22: Connection refused
linux:/home/chris # ping 192.168.0.3
PING 192.168.0.3 (192.168.0.3) 56(84) bytes of data.
64 bytes from 192.168.0.3: icmp_seq=1 ttl=64 time=1.02 ms
64 bytes from 192.168.0.3: icmp_seq=2 ttl=64 time=0.406 ms
As you can see from the above ssh is refusing the connection. Running scp as
root did not help. I can ping the machine OK. Any ideas I can try?
