SHUTDOWN -H NOW vs. INIT 0

Hi: I have compared the results of a linux shutdown -h now command 
versus the
linux init 0.
Looks to me like shutdown -h now sends a broadcast message early on to 
any telnet'ed accounts,
and also has some additional processing that it does. Correct so far? 
Any comments?
