Open source GIS packages?

  What are the best Open Source packages out there?  Let's say I want to
import comma-delimited point data, and plot it on a map of Canada (or
the world for that matter).  I'd like to be able to have the points
colour-coded by value ranges.

An infinite number of monkeys pounding away on keyboards will
eventually produce a report showing that Windows is more secure,
