you can, but there's no reason for micros~1 to obey it.  i've been blocking 
all traffic from these ips since i realised they were from the redmond giant:

  207.46.98.0/24
  65.54.188.0/24

but they've somehow managed to get my sites anyway -- i suspect it's through 
one of the smaller search engines i see spidering my sites regularly.  does 
anyone know who's in bed with microsoft and therefore who else i should be 
blocking?
