My understanding is that it's the "timeout" rather than the "delay"
which is key here. I think that the "timeout" refers to the amount of
time to leave the "boot" prompt there before LILO boots the default by
itself.
If, however, you press TAB when the "boot" prompt appears, LILO should
display a list of "labels" and then wait forever for you to choose one.
