It might, probably do the export first.  At any rate, where did you
install the devel packages?  You might need to do:

export
PKG_CONFIG_PATH=/usr/lib/pkgconfig:/usr/local/lib/pkgconfig:/prefix/where/you/installed/libs/lib/pkgconfig

instead.  If this is the case, sorry, I didn't realize that you were
compiling the libs as well :)
