I do not understand this. A pop client simply accesses a pop3 server. It
can do so dynamically, there is no need to 'download' anything especially
if they reside on the same server or network (download being quasi
instant). When the web interface user pulls a message down then he
downloads. If he decides not to delete, then the message stays in the
mailbox on the server with the pop3d.
