Well, the last thing on my list of things to check, unfortunately, is the
distance from the demarcation point to the CO. You could be getting some
signal degradation caused by distance, in which case without a repeater
you are SOL.

For Bell to open a trouble ticket at the CO level it needs to be initiated
by the customer, in this case EOL. If their tech support won't go up a
level then I would say it's time to collect the refund and move on. If you
take this info to one of the other adsl vendors you might get some action
on it.
