FWIW, on my Inspiron 1100, the hard disk is actually hdc, the CD-ROM is hda.
Debian suggested this in my lilo.conf:

    # Overrides the default mapping between harddisk names and the BIOS'
    # harddisk order. Use with caution.
    disk=/dev/hdc
    bios=0x80

Perhaps Grub has a similar option or maybe you need to use hd1.  Just a
thought.
