Your requirements are exactly why ZoneMinder exists.  Unfortunately, it
is not trivial to setup.  Not hard for someone who knows what they are
doing, but not trivial.  

Fortunately there are lots of helpful people to help get it setup.  You
can even do facial recognition, etc...
