A wiki is a "groupwise" tool. Although in this case, these top level pages are named for users, it is still a group effort.

Think of it as internal B2B communications. It might be as simple as someone correcting an obvious spelling or grammatical error and that change would then be noted in the changelog. 

It could be as complex as a serious disagreement about policy and procedures. The changelog would reflect that disagreement. If the issue persists and becomes problematic, at some point sysops steps in and commits whichever change most accurately reflects organizational goals under policy.

It is one of the tools which allows remote micromanagement of policy, without necessarily engaging in personal staffing confrontations. In effect, group consensus is what drives the information chain, as opposed to a top down hierarchy. Although the host is the final arbiter.
