The article is a bit dated.
In the last decade or so server power supplies and high end UPSs have
been power factor corrected or made to look more like a linear load.
This has mostly been because of how power is metered and charged for.
Older switching supplies would end up with a power bill that was higher
than the actual power used.

So if you have a lot of lower end power supplies you could be paying for
more power than your actually using.
